Ilyas Hamidzai, President 

Ilyas is founder and President of IPN. For the last 15 years he has brought innovative solutions to clients across federal government and commercial enterprises. Ilyas is a strategist who artfully blends his program management experience with hands-on coding and software development expertise to design, deploy, and integrate diverse, large-scale IT systems.

Ilyas specializes in developing Geographic Information Systems (GIS) to help clients visualize and interpret their data and act strategically on emerging patterns and trends. He led the effort to develop the Bomb Arson Tracking System (BATS) for the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). Upon launch, ATF staff quickly used BATS to track, hunt down, and arrest a serial arsonist. More than 12,000 law enforcement agents within the Federal Bureau of Investigation (FBI), Department of Justice (DOJ), ATF, Drug Enforcement Agency (DEA), and state and local agencies are using the BATS system to enter, track, and analyze bomb and arson data.

He also architected the system mergers between the New York Stock Exchange and NASD when the two combined to form the Financial Industry Regulatory Authority (FINRA), including a team-based web portal that featured single sign-on and additional products that made NASD more efficient and reduced overall costs.

Ilyas graduated from the University of Maryland with a bachelor's degree in Computer Science and holds public trust security clearances with DOJ and ATF.

Brad Holzwart, Senior Director, Marketing & Communications

Brad is a marketing, communications, and change management expert with over a decade of experience solving complex communications challenges and supporting large scale transformation efforts. He develops and executes change initiatives to advance awareness and gain acceptance and buy-in for major organizational and process changes.

Brad firmly believes people are at the center of every change effort. He is a trusted advisor and speech writer for federal and non-profit executives at the Federal Aviation Administration (FAA), Department of the Interior (DOI), American Society of Civil Engineers (ASCE), and the Airline Owners and Pilots Association (AOPA). Recently, he helped his clients successfully launch a learning and training effort that impacted a geographically-distributed workforce of 45,000+ employees.

Brad graduated from the College of the Holy Cross with a bachelor of arts in Political Science. He is a certified LaMarsh Change Management practitioner. He holds a FAA Plain Language Certification and a FAA public trust security clearance.

Peter Van Vloten, Chief Technology Officer, Software Systems Architect

As a Chief Technology Officer, Peter works with IPN’s clients to bring practical solutions to their toughest technical and organizational challenges. Peter is an expert in facilitating communication between legacy systems and modern web-based applications. His teams specialize in enhancing cyber security by identifying, mitigating, and correcting vulnerabilities of mission-critical systems.

Peter is trained in applying IC Agile methodologies to rapidly design, develop, and implement new systems and software products. He pioneered an award-winning effort to design a high-speed scanner to enable one of the first optical character recognition systems in the public sector. His clients include the U.S. Department of Agriculture (USDA), ATF, National Aeronautics and Space Administration (NASA), the Environmental Protection Agency (EPA), McDonnel Douglas (Boeing), the U.S. Patent and Trademark Office (USPTO), and the Defense Intelligence Agency (DIA).

Peter graduated from the University of Houston with a bachelor’s degree in Computer Science. He is a certified IC Agile Practitioner, Scrum Master and Scrum Product Owner. Peter holds security clearances with the Defense Industrial Security Clearance Office (DISCO), DOJ and ATF.
